Part II · How Outcomes Are Designed
Chapter 05
The 20% That Changes Everything
When everything matters, nothing moves.
“Clarity is not the absence of information. It is the presence of priority.”
Most learning fails not because it lacks quality, but because it lacks restraint.
Well-intentioned educators try to be thorough. They cover the framework, the exceptions, the history, the adjacent skills, the caveats. The result is content that feels comprehensive — and behavior that feels stalled.
When everything matters, nothing moves.
Information Creates Options. Options Create Hesitation.
This is not confusion. It is cognitive overload. A person who has been given twelve worthy next steps has not been equipped. They have been asked to prioritize under fatigue, in an environment that already has a default.
The default wins. Thoroughness, offered at the wrong moment, is a form of abandonment: it hands the learner a map and calls it a path.
People do not need the entire map to move. They need to know where to place their foot next.
Clarity Is the Presence of Priority
Clarity is not the absence of information. It is the presence of priority. The 20% is the smallest set of moves that would make the desired behavior visible in the field this week.
Everything else can wait until the first move has a home. Curriculum that refuses to wait is performing completeness for the designer, not producing movement for the learner.
Compression is not dumbing down. It is an act of judgment. It says: this, first, here, or nothing holds.
How to Cut Without Losing Integrity
Ask what would still have to happen if you could teach only one behavior. Then ask what cue, what tool, and what review that behavior requires. Teach that. Install that. Measure that.
The unused 80% is not wasted knowledge. It is reserved. It becomes available after transfer, when the learner has a place to put it. Delivered first, it is noise that protects the old path.
A results-based session feels almost too small from the front of the room. In the field, it is the only size that survives.
